Scoot’s Request for Proposal (RFP) closed at 1700 GMT on Friday 30 March 2012.
Thank you to all the airports that submitted their proposals via the Route Exchange platform on routesonline.com.
Scoot’s Network Planning Team will now be reviewing all the data that has been received.
The next stage of this RFP process as per document STRFP1 will be the shortlist/decision for site visits. Airports will be notified of Scoot’s evaluations on Thursday 31 May.

Scoot is the low-cost medium to long haul subsidiary of Singapore Airlines planning to launch operations in 2012 from Singapore.
Scoot have ambitious development plans and is therefore making use of the respected internet-based Route Exchange platform from Routesonline to support the next stage of its growth.
Scoot launched the RFP on 16th January to all Route Exchange members, Non-Route Exchange members were able to view this on 30th January. The purpose of this Request for Proposal (RFP) is to gather proposals to support the development of new air services.

Last updated: Apr 4, 2012Scoot has ambitious development plans and is making use of the respected internet-based platform Route Exchange from Routesonline to support the next stage of its growth.
The purpose of this Request for Proposal (RFP) is to gather proposals to support the development of new air service for our second year of operation from April 2013.
This RFP document details background information on Scoot, the Route Exchange process and the reasons why Scoot is using the online tender process. It also details the information that Scoot requires and the stakeholder support that the airline is expecting to receive. Airports will be shortlisted and notified by 31st May 2012.
Why we are using the Route Exchange platform:
- Transparent & Open: Route Exchange offers an open and transparent bid process, open to all airports in North Asia, Indian sub-Continent, Middle East and Europe.
- Formal Process: Using Route Exchange formalises the network development process.
- Efficient: It makes the network development process efficient with less time collecting and processing proposals and dealing with approaches on an ad hoc basis.
- Routes Reach: Using Route Exchange ensures that all airports are notified of the opportunity through the unique messaging system, and that all airports are encouraged to make a submission.
- Secure: Route Exchange is a secure and dependable online platform. No submissions can be viewed by other bidders and all commercial offers will only be viewed by the airline.
- Coordination: Routes will coordinate the structured process; airline can focus on the decision making and less on the collation of submissions and the coordination of communication.
We have two B777-200 joining our fleet from Q1 2013, the target markets will be North Asia, Indian sub-Continent, Middle East and Europe. In this RFP, we are sourcing airports within these target markets with the aim of launching services in April 2013.
The RFP process is as follows:
- PQQ launched to Route Exchange Members - 16th January
- PQQ launched to non-Route Exchange members - 30th January
- Deadline for RFP questions - 6th February
- Deadline for PQQ submissions - 20th February
- Deadline for RFP Submissions - 30th March
