ICAO council reiterates need for global approach on ETS

The ICAO governing council on Wednesday agreed to adopt a working paper urging the European Union (EU) and its member states to refrain from including flights by non-EU carriers to/from an airport in the EU in its Emissions Trading Scheme (ETS).
