Plans by the government of breakaway Abkhazia to reopen Babushera Airport, a facility in the Abkhaz capital Sokhumi that has been closed to regular flights since 1993, with Moscow's assistance, are a source of fresh diplomatic conflict between Georgia and Russia. Georgian officials have sought European Union help to block such assistance, which includes modernization of its navaids and other infrastructure, but the head of the EU's delegation to Georgia, Ambassador Per Eklund, did not state that the EU would intervene in the dispute. "Georgian airspace issues are ... a matter for Georgia['s] sole responsibility, not a matter for the EU-Georgia civil aviation agreement," he wrote.  #886.29
