Airports Corporation of Vietnam (ACV) appointed as Investor for Phase 2 of Long Thanh International Airport
Airports Corporation of Vietnam (ACV) has been appointed as the investor for Phase 2 of the Long Thanh International Airport Project. The Ministry of Construction has issued Decision No. 26/QĐ-BXD dated January 9, 2026, officially assigning ACV as the investor for Phase 2 of the Long Thanh International Airport project.

Under this Decision, ACV will act as the investor for Phase 2 of the Long Thanh International Airport Project, except for air navigation technical infrastructure works, which will be assigned to the Vietnam Air Traffic Management Corporation (VATM) as the investor.
The Ministry of Construction has tasked ACV with preparing the feasibility study report for Phase 2 of Long Thanh International Airport, including the option of phasing the investment in individual components to meet operational demand. ACV is also required to closely coordinate with the Vietnam Air Traffic Management Corporation (VATM) during the preparation of investment activities for works under Phase 2 of the project.

In December 2025, ACV submitted a proposal to the Ministry of Construction requesting to be designated as the investor for Phase 2 of the Long Thanh Airport project, citing the availability of human resources and construction equipment currently deployed for Phase 1.

According to ACV, early preparation for Phase 2 - including the construction of an additional runway and a second passenger terminal — would allow the effective utilization of existing machinery and resources, thereby rapidly increasing Long Thanh Airport’s capacity to 50 million passengers per year and 1.5 million tonnes of cargo per year.
ACV noted that in 2025, Tan Son Nhat International Airport handled approximately 42 million passengers, including 18 million international passengers and 24 million domestic passengers. Under the proposed plan to transfer 80% of international passengers and 20% of domestic passengers from Tan Son Nhat Airport to Long Thanh Airport, Long Thanh Airport would serve approximately 17–18 million passengers per year from the outset of operations. As a result, Long Thanh Airport is expected to reach its Phase 1 design capacity of 25 million passengers per year within just 2–3 years of operation.

Therefore, preparing investment for Phase 2 with the objective of increasing Long Thanh Airport’s capacity to 50 million passengers and 1.5 million tonnes of cargo per year immediately after the completion of Phase 1 in 2025–2026 is considered critically important and fully aligned with practical demand.
In accordance with the approved investment policy and master plan, Phase 2 of the project is expected to include the construction of one additional runway, one passenger terminal with a capacity of 25 million passengers per year, and synchronized supporting facilities to meet operational requirements.
